HCPSS Congratulates 195 National Board Certified Teachers

The Howard County Public School System (HCPSS) is proud to announce that 195 HCPSS teachers achieved their National Board Certification (NBC) in December 2025. One hundred seventy-nine of those teachers were first-time achievers (up from 164 in 2024). Sixteen teachers achieved NBC either five or ten years ago and successfully renewed their certification this year. The total number of reported National Board Certified Teachers (NBCTs) in HCPSS has now reached 626.

National Board Certification (NBC) is the highest-level credential in the educational profession. Teachers who achieve National Board Certification have met rigorous standards through intensive study, self-assessment, peer review and expert evaluation. To qualify for this certification, a teacher must achieve a high score on a content knowledge assessment and three formal portfolio entries that include videos and written analyses of one’s instruction and contributions to education.

Howard County has again been celebrated by the National Board for Professional Teaching Standards for being in the top 3 of Maryland districts by both historical number of NBCTs and the total number of current candidates. Moreover, HCPSS now ranks third in the top 25 districts nationwide by total number of new NBCTs and remains in the top 25 districts nationwide by number of NBCTs ever certified.

Currently, HCPSS’ Office of Teacher and Paraprofessional Development is supporting 316 initial candidates and 52 Maintenance of Certification candidates working towards achievement/renewal. The candidates receive a range of supports, including bi-weekly and Saturday support sessions, mentoring, and coaching from HCPSS NBCTs.

As part of its 2024-2029 Strategic Plan, HCPSS aims to increase the number of educators pursuing and completing National Board Certification. At the same time, HCPSS seeks to increase representation of educators from diverse racial and ethnic backgrounds among NBC candidates.
