HCPSS Statement Regarding Substitute Teacher Charged with Distribution and Possession of Child Pornography

The following statement was issued by the Howard County Public School System on April 24, 2025:
The Howard County Public School System (HCPSS) was informed that Thomas Miller, a substitute teacher who worked briefly in HCPSS, was charged in Baltimore County with distribution and possession of child pornography.
This individual worked in HCPSS on three occasions, including two days at Marriotts Ridge High School (Jan. 4, 2025 & Mar. 7, 2025) and one day at Wilde Lake High School (Dec. 13, 2024). The individual did not work in HCPSS buildings in prior years. Police confirmed that the charges are not related to HCPSS students and all actions leading to the arrest occurred in Baltimore County. However, any students, staff or family members are encouraged to notify a school administrator or support staff at the school and contact the Baltimore County Police Department at 410-887-2222 if you are aware of any inappropriate contact with this individual. Prior to being hired, the individual successfully completed all required background reviews and training.
While HCPSS staff have not been contacted by law enforcement, please know that we will fully cooperate with any investigation if requested.
This is very disturbing news, and we take this matter extremely seriously. The individual was removed from our list of eligible substitute teachers, and a no trespass order has been issued barring him from all HCPSS properties.
We understand how upsetting this information is and remain committed to maintaining the safety and well-being of all students and staff. Student Services staff are available in every school to provide support for any students or families in need.
