HCPSS Announces Personnel and Reporting Changes

At the Board of Education meeting on Thursday, Jan. 11, 2024, Acting Superintendent William J. Barnes announced that Dr. Caroline Walker will serve as Acting Chief Academic Officer. Prior to this assignment, Dr. Walker worked as a teacher, resource teacher, coordinator, director and most recently as Executive Director of Program Innovation and Student Well-Being in HCPSS. She has been a member of the executive leadership team for the Division of Academics for the past six years and has intricate knowledge of the goals and initiatives of the division. In this role, Dr. Walker will provide leadership for the Departments of Curriculum, Instruction, and Assessment, Program Innovation and Student Well-Being, and Special Education. She will continue to directly manage the Department of Program Innovation and Student Well-Being.

Daniel Lubeley, currently serving as the Director of Capital Planning and Construction, will assume the role of Acting Chief Operating Officer. Lubeley has served as the “point-of-contact” for the Division of Operations since the position became vacant in September and will have an expanded leadership role in leading this division during this transition period.

Jahantab Siddiqui, Chief Administrative Officer, will assume leadership of the Office of Student Transportation. Siddiqui managed the school system response, including leading the development and implementation of the solution to resolve the transportation crisis at the beginning of the school year. Under Siddiqui’s leadership, the Office of Student Transportation will have a greater level of oversight and accountability within the Division of Administration.

Darin Conforti, Executive Director of Budget, will now have a dotted line in the organizational chart directly to the Acting Superintendent. The office will become a cabinet-level office remaining within the Division of Administration.
