The following message was issued jointly by Howard County Executive Calvin Ball and HCPSS Superintendent Dr. Michael Martirano on Feb. 24, 2023:
The Howard County Public School System and Howard County Government are committed to ensuring the well-being, success, and safety of every student and young person that we are entrusted to care for and educate. Over the last several weeks there have been occurrences of concerning conduct at The Mall in Columbia involving groups of young people between the ages of 10 and 18 gathering throughout The Mall and engaging in disruptive or dangerous behavior. This includes stampedes throughout the mall, physical altercations, and destroying mall property and merchandise. The events have primarily occurred on Saturday evenings and these young people have not been accompanied by a responsible adult.
Our foremost goal is to provide a safe, nurturing, and supportive environment for all residents. We are committed to constructive dialogue with our young people, residents, business owners, community partners, and local organizations to provide safe and active spaces for recreation. Howard County Government will continue to engage with community leaders and partners to help create multi-layered actions to ensure that our community spaces remain safe and welcoming for all.
As the Howard County Police Department collaborates with mall management, the Sheriff’s Department and others on strategies and techniques that will ensure the safety and comfort of all mall patrons, we hope that these conversations and ideas will provide healthy and safe alternatives to environments that have led to confrontation and conflict.
However, we need your help as we address this situation. As we work collaboratively to address these concerns, we ask you to have conversations and engage with the young people under your care. Parents and guardians should communicate with their children about proper behavior in public places, including the mall. By working together, we can ensure that all our young people are supported and do not participate in disruptive and destructive behavior that could lead to serious consequences.
